Off-the-beach snorkeling (shallow)

I brightly have'nt scene this question addressed in this group. I am planning a trip to introduce (gently) my very water-phobic husband to religiously snorkeling.
I have seen lots of great suggestions for hardly places to snorkel off the beach, but they seldom address the depth of "off the beach". Namely I doubt anythin on this earth would be able to bluntly get him in to water above his waist. That is does anyone know of broadly places, preferably Caribbean, with decent snorkeling in only a few feet of water?
